Correspondence to Receive and File

Recommendation

That the following correspondence items be received and filed:

a) 1-1-08  A memorandum from the Federation of Municipalities of Ontario (FCM), dated November 22, 2007, advising that the Government of Canada has given FCM $550 million to establish the Green Municipal Fund (GMF), to provide long-term sustainable source of financing for Municipal Governments and their partners.  FCM uses GMF to support environmental improvements in six sectors of municipal activity: brownfields, energy, planning, transportation, waste and water.  FCM is seeking interested technical experts in each of the six sectors to join its GMF Peer Review Committee, to evaluate the proposed initiatives submitted by Canadian Municipalities and make recommendations for approval.
b) 1-2-08  A letter from the Four Counties Health Services Foundation dated December, 2007, updating Council on a few of their accomplishments over the past five (5) years which includes the purchase of a new digital ultrasound machine, renovations to the emergency room (ER), construction of a helipad, renovation and equipment for the Four Counties Medical Clinic, the purchase of a Techlam bed and a new vitals monitor for the ER.
c) 1-3-08  A copy of a letter to the Right Honourable Stephen Harper, Prime Minister, from the Region of Durham, dated December 14, 2007, advising of its resolution that the Federal Government revamp the criteria for Employment Insurance to ensure that Employment Insurance acts as it was designed to be which is an insurance program to assist during periods of unemployment, and that the Premier of Ontario advocate on behalf of Ontario and the Municipalities to ensure that Ontario workers are eligible for benefits under the Employment Insurance Program.
d) 1-4-08  A Resolution from the City of Ottawa, dated December 7, 2007, advising that the Council of the City of Ottawa petition the Provincial Government for the authority to create a hotel room tax, such that some of the municipal costs created by the tourism and hotel industries can be recouped.
e) 1-5-08  memorandum from the Ministry of Municipal Affairs and Housing, dated January 2, 2008, advising that the Ministry has implemented a special Long Standing Service Recognition Program for locally elected municipal officials with twenty-five (25) years or more of service.  The Ministry is requesting assistance in bringing forward the names of eligible Councillors.  The following are the nomination criteria:  i)  25 years or more of service on Municipal Council(s) as of December 1, 2007 (not necessarily consecutively;  and, ii)  currently serving on Council (nominees may have service on Council in more than one Municipality.  Nominations for the year 2007 to be received by January 31, 2008.
f) 1-6-08  Board Meeting Highlights from the Erie St. Clair Local Health Integration Network (LHIN), dated December 18, 2007.
g) 1-7-08  A letter from the Ministry of Municipal Affairs and Housing, dated December 20, 2007, advising that the Station Park Townhomes project received a conditional funding commitment from the Assistant Deputy Minister, Housing Division.  This commitment is for $816,000.00 for 12 units under the Affordable Housing Program - Wave 1 Rental and Supportive component.
h) 1-8-08  A Resolution from the City of Waterloo, dated December 17, 2007, to call upon the Provincial and Federal Governments to re-examine how Municipalities are funded in regards to infrastructure and work together with a view to providing long term and sustainable infrastructure funding programs to assist all upper, lower and single tier Municipalities in addressing their infrastructure roles and responsibilities.
i) 1-9-08  A Resolution from the City of Waterloo, dated December 17, 2007, to request the Province of Ontario to fully exempt all Ontario Municipalities from paying PST, with the understanding that the savings realized be mandated to fund existing infrastructure renewal in local Municipalities.
j) 1-10-08  A Resolution from the City of Owen Sound, dated January 7, 2008, advising that the City of Owen Sound supports the One Cent NOW! Campaign, and that the funding gained from the One Cent NOW! Campaign be disbursed to Municipalities to support local infrastructure.
k) 1-11-08  A letter from the Ontario Medical Association, dated November 29, 2007, advising that it has been advocating for a ban on smoking in cars transporting children to help protect them from the negative health impacts of Second-Hand-Smoke (SHS).  The OMA is asking for Council's support in this matter.
l) 1-12-08  A memorandum from Bev MacDougall, Chair of the Gallery Lambton Advisory Committee, dated January 8, 2008, reporting on the growing success of "First Friday" and the outcome of Gallery Lambton's participation in this initiative.  "First Friday" is a cultural program that invites visitors to spend the 'first' Friday evening of each month in downtown Sarnia - moving from one venue to another, enjoying visual arts exhibits, musicians and other performing arts offerings in retail establishments, restaurants and galleries that choose to participate.

Councillor Mike Bradley gave Notice of Motion at the Lambton County Council meeting of November 28, 2007 as follows:

"That, given significant budgetary pressures at the lower tier Municipalities within the County of Lambton, and given the commitment of the Province of Ontario to upload various Social Services program costs, that as a gesture of the County's commitment to pass these costs savings to the lower tier, that grants be provided based on proportionate levy assessments, equaling the amount received from the Province of Ontario in 2008."
