| a) | The United Way representatives from the various County departments, are sponsoring a "CHILI LUNCHEON" from 11:30 a.m. to 1:30 p.m. County Councillors, staff, media and guests are invited. All proceeds will go to the United Way of Sarnia-Lambton. See the attached flyer for further details. |

Ms. Bev Fry, Communications Consultant, will be present to receive the plaque. |

| b) | Presentation of recognition plaques to the Royal Canadian Legion, Branch 62, Branch 176 and Branch 216, in appreciation for their generous donations to Marshall Gowland Manor, North Lambton Rest Home and Lambton Meadowview Villa. |

| c) | Presentation of a recognition plaque to the Sarah Bullick Estate, in recognition of Miss Bullick’s generous donation of Bullick Blacksmith Shop Memorabilia to the Lambton Heritage Museum. Mr. Barry Bullick will be present to receive the plaque. |

| d) | Presentation of a recognition plaque to Ontario Power Generation - Lambton Generating Station, in recognition for their generous donation to purchase new and educational children's titles about electricity, power generation and science experiments using energy for all Library Branches in Lambton County. Mr. Frank Chiarotto, Plant Manager, will be present to receive the plaque. |

| a) | Mr. Frank Potts will be speaking to County Council regarding his concern with the current health care system, specifically the announced closure of the Chiropody Clinic at the Bluewater Health Norman Street Site. |

| b) | Mr. David Vigar, Ms. Toni Adey and Mr. Phil Brown, Bluewater Health, will be speaking to County Council regarding the status of the hospital project and their financial position. |

| a) | 11-4-06 A copy of a letter from the City of Owen Sound to the Right Honourable Prime Minister, Stephen Harper, dated September 19, 2006, advising of its resolution to request the Federal Government to bring in legislation and regulations requiring the discharge of all ballast and bilge water and the flushing of these systems, plus the inspection of the same. The City of Owen Sound is also requesting that the Federal Government fund research to control the invasive species that are already devastating the Great Lakes Ecosystem. |

| b) | 11-5-06 A copy of a letter from the City of Owen Sound to the Right Honourable Prime Minister, Stephen Harper, dated September 19, 2006, advising of its resolution to request the Federal Government to expedite the study concerning Upper Lakes Water Levels, so that remediation actions can begin before five (5) years is complete, for the reason that in five (5) there may be further significant drops in lake levels to the point where some harbours may have to be closed to shipping and pleasure crafts. The City of Owen Sound is also requesting that funding be provided to expedite the study. |

| c) | 11-6-06 A letter from Mr. John Gerretsen, Minister of Municipal Affairs and Housing, dated September 20, 2006, regarding infrastructure renewal. Mr. Gerretsen advises that from Ontario’s perspective, the priority is that the Federal Government address the fiscal imbalance in a way that is fair for all Canadians, including the thirty-nine (39) percent who live in Ontario. Ontario must be allocated its fair share of infrastructure funding if Ontario and Canada are to continue to compete and prosper in a global economy. Ontario also supports the move to make the Federal Gas Tax transfer to Municipalities permanent. |

| d) | 11-7-06 A thank you note from Mrs. Jo-Anne Szabo to the County of Lambton, for the lovely flowers sent in memory of Peter Szabo, who recently passed away. |

| e) | 11-8-06 A letter from the Honourable John Gerretsen, Minister of Municipal Affairs and Housing, dated September 26, 2006, regarding the review of the term of office for Wardens. Minister Gerretsen advises with the next term of Municipal Councils moving to four years, he realizes that there is an interest in greater flexibility for determining term lengths. Bill 130 proposes a number of amendments to the Municipal Act, 2001 and has received First Reading. If Bill 130 is approved, the Minister anticipates that it could take effect on January 1, 2007, which would be after the beginning of the term of new Councils. The Municipal Act, 2001 does allow upper-tier Councils to appoint the same individual as Warden for two years in a row, giving Council additional flexibility in the length of term for the appointment of Warden. |

| f) | 11-13-06 A letter from the Bluewater Health Foundation, dated October 5, 2006, thanking the County for the first installment of the $15 million plegde to the "State of the Heart" Campaign. As well, on December 16, 2005, the Provincial Government approved funding for the hospital building project. The Enabler Project, which is almost complete, has prepared the Norman Street Site for this major construction phase. |

| g) | 11-14-06 A letter from Mr. Jim Hankinson, President and CEO of Ontario Power Generation, dated September 29, 2006, enclosing OPG's semi-annual performance report "It's All About Performance". The report covers OPG's performance during the first half of 2006, provides updates on key generation projects and offers some observations for the remainder of the year. |

| h) | 11-15-06 A letter from the Canadian Union of Postal Workers, dated October 16, 2006, advising that in June, 2006, the Federal Government announced it would continue the moratorium on post office closures in rural and small towns. As well, the Federal Government has asked Canada Post to act like a commercial enterprise that generates commercial profits and dividends. CUPW is requesting support of its resolution to ask the Federal Government to change the financial and policy framework it uses to set targets for Canada Post and to instruct Canada Post to act like a public service, not a commercial enterprise, by using more of its profits on public postal services, including maintaining and expanding home mail delivery in rural and urban areas. |

| i) | 11-16-06 A letter from Mrs. Pat Davidson, M.P. Sarnia-Lambton Riding, dated October 13, 2006, thanking the County for informing her of Council's motion supporting the amendments contained in Bill 111 to the Workplace Safety and Insuranct Act, 1997, to expand occupational disease and injuries of firefighters to include volunteer firefighters. Mrs. Davidson fully supports this amendment. |

| j) | 11-17-06 A letter from the Sarnia Lambton Chamber of Commerce, dated August 28, 2006, advising that they have reviewed the Lambton County Core Services Reports and are requesting additional information on the issues. Also attached is a response from Warden Jim Burns concerning this matter. |
